In 1996, Congress enacted the Pilot Records Improvement Act to keep unsafe pilots out of the cockpits of commercial aircraft. GAO did this study to determine (1) whether air carriers have complied with the act by requesting and receiving key documents about pilots' qualifications, performance, and training from the Federal Aviation Administration (FAA), the National Driver Register (NDR), and other carriers and whether these documents have been provided on time; (2) whether carriers are aware of requirements for protecting pilots' rights; (3) what FAA has done to oversee compliance with the act; and (4) whether carriers believe the act has helped them make pilot-hiring decisions.

This study analyzes the United States Air Force s retention of the best rated officers from the Combat Air Force. Specifically, it addresses the retention of pilots from the fighter, bomber and RPA communities, and highlights the need for more focused retention methods based on the contextual differences that exist amongst these communities. This study shows that each rated community within the Air Force has different contextual definitions of those variables deemed most influential for retention. Further, the author argues that a failure to address these contextual differences at keys points throughout an officer s career will lead to decreased retention of the best, regardless of monetary payout made available at the completion of an Active Duty Service Commitment. As such, the author proposes several methods the Air Force can use to address retention contextually, starting at the Air Force level, and progressing to individual Major Weapons System Communities.

This report presents the results from a review of a literature base of more than 200 publications in which eight were found to contain lists of Knowledge, Skills, Abilities, and Other Characteristics (KSAOs) for remotely piloted aircraft (RPA) crew positions, either for the purpose of system design specification or for personnel selection. The report compares KSAO lists across these studies and presents a cross reference table for them. The report also surveys past efforts to establish KSAOs in anticipation of related developments and discusses the major likely sources and nature of future changes in KSAO demand for RPA operators.

The user's guide describes the procedures for sorting the data in the Federal Aviation Administration Pilot/Flight Instructor Job/Task Analysis. The data contained within the data base is a compilation of information collected from industry subject matter experts during a series of workshops. The methodology used in each workshop was standardized and supported the collection of validated information. The results of each workshop included the statistical analysis of the data collected from each subject matter expert. As such, no one set of data carried greater weight than any other set of data. Therefore, it is possible that not all industry experts will completely agree with the data in the data base. One may find that for some phases in particular aircraft there are few tasks for environmental conditions. New tasks for environmental conditions were written only if the task was affected by the particular environmental condition enough to perform the task differently.

This paper investigates the relationship between domestic-based stress and pilotsperceptions of their effectiveness in the cockpit and in the office. Despite the importance placed on the family as a source of social support, there have been few systematic studies of the relationships between pilot family life, workplace stress, and performance. As part of a larger study, 19 United States Coast Guard (USCG) helicopter pilots at two air stations completed a stress questionnaire (adapted from Cooper and Sloan, 1986), rated the importance of various coping strategies, and evaluated their own flying performance The results of this study indicate that the effects of domestic stress carry over to the pilots work world, directly influencing work stress and indirectly affecting pilots perceptions of their flying performance.

Postoperative side effects can affect the quality of vision and may be unacceptable in a cockpit environment. The scientific literature suggests certain females (pregnant, menopausal, elderly) are more likely to experience complications and have less than optimal visual performance after refractive surgery. This study reviews the civil aeromedical experience with refractive surgery by gender.

Controllers at the nation's busiest airports sometimes do not have time to disseminate weather information to pilots. In addition, when weather information is given, it may not be given as soon as possible because controllers are too busy performing their primary duty of separating aircraft. FAA's procedure for communicating weather warnings by having controllers read them over their radio frequencies is too slow to avoid potential hazards, and some pilots may not receive any warning because of radio frequency changes. On-airport weather detection systems (LLWAS and ASR) do not provide controllers adequate detection or information about potentially hazardous weather because the radar cannot detect storm intensities, and the wind shear system cannot reliably detect the most dangerous form of wind shear, microbursts.
